It does not seem to bother him and his hair is not falling out.

Is he neutered? If not ,then he probably has "stud tail",an overproduction of a greasy material secreted by the sebaceous gland in the base of the tail.It is caused by hormones produced by intact males.The treatment of choice is neutering,and a medicated shampoo.If the cat is neutered,then it is probably a yeast infection of the skin,which can be treated with anti fungal medication obtained from your vet.If you can't afford a vet,you can buy athletes foot powder or spray with Miconazole nitrate 2% as the main ingredient.Apply twice a day.This is safe (I asked my vet).If the cat is not neutered,please consider having him done.It will make him so much nicer to be around,and he won't be able to father anymore unwanted kittens.He'll stay healthier as well.

Yeah,it's pretty common.In neutered cats it's more likely to be caused by yeast,though.I would try the Miconazole foot powder. Thanks for the 10 points! Report It

He probably just got into something........maybe crawled under a car. Have you tried washing it off with a wet rag (I'm not suggesting giving him a bath, I've tried bathing a cat before and I would not suggest it to anybody!)

Make sure it isn't just grease first and if not then you should see a vet.
