Hes from the leaf village this man found him(he was a refugee from war)he raised him but he ended up with akatski.Sasori brainwashed him and sent him as a spy to check on Orochimaru.Orochimaru found out undid the jutsu and now he works 4 him.

He is Kabuto, he is working for Orochimaru, he is a Medic ninja. Kabuto was found also by a medic ninja from the Leaf Village and therefore adopted him which explains his skills.

Kabuto eventually works as a spy from Sasori, a member of Akatsuki, Sasori put a confusing spell or something like that on him, but when Orochimaru found out that, he released kabuto from the spell and Kabuto swore his loyalty to Orochimaru.
